The 1980 Montevideo Treaty is the global legal, constituent and regulating framework of the Latin American Integration Association (ALADI) undersigned on 12 August 1980 establishing the following general guidelines: pluralism in economics and politics; progressive convergence of partial actions toward the development of a Latin American common market; flexibility; differential treatment based on the development level of member countries; and multiplicity in the ways of trade instrument agreement.
Peru is a member of ALADI together with Argentina, Bolivia, Brazil, Chile, Colombia, Cuba, Ecuador, Mexico, Paraguay, Uruguay and Venezuela.
ALADI promotes the creation of an economic preferential area in the region with the aim of achieving a Latin American Common Market through three mechanisms:
- Regional Preferential Tariff Treatment (PAR)
Member Countries will provide each other with a regional preferential tariff treatment, which will be applied regarding the level governing third countries and will be subject to the corresponding regulations.
The levels of preferential tariff treatment are established according to the level of economic development of each country.
- Countries of Lower Development: Bolivia, Ecuador and Paraguay.
- Countries of Intermediate Development: Chile, Colombia, Cuba, Peru, Uruguay and Venezuela.
- Countries of Higher Development: Argentina, Brazil and Mexico.
- Regional Scope Agreements (AAR)
All member countries participate in the regional scope agreements.
- Partial Scope Agreements (AAP)
All member countries do not participate in the partial scope agreements and these will tend to create the necessary conditions to deepen the regional integration process by means of their progressive multilateralization. Rights and obligations established in the partial scope agreement will govern exclusively those signatory or adherent member countries.
The partial scope agreements may refer to trade, economic complementation, agricultural, trade promotion or may adopt other modalities.

For the purpose of being beneficiary of the preferential tariff treatment, goods from another member country of ALADI (with the exception of Bolivia, Colombia and Ecuador which are ruled by CAN regulations) shall be deemed to be originating goods in accordance with the Rules of Origin established in the agreement undersigned with such country, for which the information requested in accordance with the Specific Procedure on Application of Preferential Tariff Treatment to the import of goods from ALADI – INTA-PE.01.12, shall be sent in the electronic transmission of customs import declaration indicating the corresponding Codes of the International Preferential Treatment (TPI):
